Christine Wormuth

Secretary of the Army

Secretary Wormuth has served in and out of government for much of her career. Her most recent government appointment was as the Obama administration’s Under Secretary of Defense for Policy from 2014-2016. Prior to this, she served as Deputy Under Secretary of Defense for Strategy, Plans, and Force Development from 2012-2014 and in the National Security Council as the Special Assistant to the President and the Defense Policy and Strategy Senior Director. 

In between her appointments in government, Secretary Wormuth has worked as a senior advisor to the Center for Strategic and International Studies and most recently as the director of the RAND International Security and Defense Policy Center.

On China

Like many in the Biden administration, Secretary Wormuth views working with U.S. allies and partners to be essential to addressing the trajectory of the U.S.-China relationship. These views are epitomized in her many appearances testifying before various Congressional committees and subcommittees. 

In her June 22, 2021 Army Budget hearing, Secretary Wormuth outlined the challenge that strategic competitors like China and Russia pose:

A dynamic global security landscape continues to challenge our nation. These challenges include: (1) borderless threats, like COVID, cyber, violent extremism, and climate change; (2) the global siege on democracy to include an increasingly contested information environment; and (3) the changing distribution of global power that draws new lines and value propositions for many of our allies and partners. These challenges require an agile, ready, modern, and multi-domain Army that works alongside strong allies and partners. Strategic competitors and regional actors are testing American norms, institutions, and alliances. China, our pacing threat, increases its global assertiveness, while Russia increases its disruptive behavior.
