U.S.-China Legislative and Executive Actions Directory (L.E.A.D.) Project

- Tracking Critical Developments in U.S.-China Relations, and On China, Within the Beltway -

Introduction

After more than two years under the Biden-Harris administration, the United States-China bilateral relationship continues to sail into unknown territory. On the one hand, the White House seeks to establish “guardrails” to better manage Washington’s strategic competition with Beijing and restart constructive engagement in areas where the two countries enjoy a relative convergence of interests. On the other hand, an increasingly activist U.S. Congress seeks to impose its standing and role in shaping the terms of America’s technological, economic and security rivalry with China. These rapidly evolving dynamics, and the accompanying measures taken by both the executive and legislative branches, continue to exert a profound and lasting impact on the current and future development of U.S.-China ties.

Background

In May 2023, the team at the Institute for China-America Studies (ICAS) launched the U.S.-China Legislative and Executive Actions Directory (L.E.A.D.) Project to track and summarize trending critical issues and developments on China, emanating from both the White House and Capitol Hill.

ICAS will continue to update the L.E.A.D. Project with new summaries, analyses and collections of legislative and executive actions on China as time and circumstances allow. The goal of this project is to closely track the key issues and developments on China within the Beltway for scholars and policymakers, and thereby provide a framework for the better understanding of this critical and consequential bilateral relationship.

The U.S.-China L.E.A.D. Project consists of three major components: the Executive Actions Directory, the Legislative Actions Directory, and L.E.A.D. Notes.

Executive Actions Directory

The Executive Actions Directory tracks and analyzes major developments in U.S.-China relations and on China originating from within the executive branch, including but not limited to diplomatic meetings, formal speeches and press statements. 

Legislative Actions Directory

The Legislative Actions Directory summarizes the major China-focused bills on Capitol Hill and their purposes, including but not limited to bills and joint resolutions, simple and concurrent resolutions and press statements.

L.E.A.D. Notes

Meanwhile, L.E.A.D. Notes will, in a blog post format, summarize major speeches, events, and hearings—both on the executive and legislative branch sides—with the goal of tracking the pronouncements and views of officials who stand at the forefront of, and play a significant role in, shaping U.S.-China relations.
