Anne Neuberger

Deputy National Security Advisor for Cyber and Emerging Technology

Anne Neuberger will serve as the first Deputy National Security Advisor for Cyber and Emerging Technology, which was formulated by the Biden administration. She served at the NSA for over a decade in cybersecurity-focused roles as Director of Cybersecurity, as Assistant Deputy Director of Operations and as the Agency’s first Chief Risk Officer. Prior to joining the government, she worked for American Stock Transfer from 1993 – 2007.

 

Her focus ranges on a variety of issue areas, from the SolarWinds hacking incident by Russia, to securing threats to election integrity, to leading coordination efforts with federal entities on protecting critical information on COVID-19 vaccine development against foreign threat actors.

On China

In her role at the NSA, Anne Neuberger worked closely on issues related to Chinese state-sponsored actors that could exploit America’s cyber infrastructure. She has been quoted in saying, “We hope that by highlighting the vulnerabilities that China is actively using to compromise systems, cybersecurity professionals will gain actionable information to prioritize efforts and secure their systems.”

On the suspected China hack of Microsoft, she said, “We face sophisticated adversaries who, we know, have collected large amounts of passwords and personal information in their successful hacks….Their potential ability to operationalize that information at scale is a significant concern.”

Neuberger is said to have briefed top executives working in the power industry with Secretary of Energy Jennifer Granholm on the Biden administration’s plan to improve how power utilities defend themselves against cyberattacks from countries such as Russia, Iran, North Korea, and China.
