Biden Administration International Affairs Personnel Tracker

Jeffrey Prescott

Deputy Ambassador to the United Nations

Jeffery Prescott is another Obama era alumni to join the Biden administration. Most recently, he was a senior fellow at the Penn Biden Center for Diplomacy and Global Engagement and executive director of National Security Action. During the Obama Administration, Prescott served as Vice President Biden’s Deputy National Security Advisor and senior China advisor, and also as Special Assistant to the President and Senior Director for Iran, Iraq, Syria, and the Gulf States on the National Security Council. He was formerly Deputy Director of the China Center and Senior Research Scholar and Lecturer in Law at Yale Law School.

Prescott continued his working relationship in the Trump era with many current Biden administration officials, including Antony Blinken, Avril Haines, Ely Ratner, Jon Finer, and Jake Sullivan, as evidenced by numerous co-authorships they shared for various publications.

On China

Jeffrey Prescott has written extensively on a great number of American foreign policy issues. He started and managed The China Law Center’s Beijing office from 2002 to 2007, and was a visiting scholar at Peking University Law School. He has spoken and written on a wide range of topics related to China, including legal reform, public interest law, education and human rights.

He has not provided any recent notable commentary or publications on his current disposition on the U.S.-China relationship. However, given his close working relationship with many of Biden’s current staff, it can be inferred that is in favor of towing a tougher line on China overall.
