Rush Doshi

Director for China, National Security Council

Dr. Rush Doshi joins a relatively lengthy list of Brookings foreign policy experts who have joined the Biden administration. Before joining Biden’s National Security Council as Director for China, he was director of the Brookings China Strategy Initiative and a fellow in Brookings Foreign Policy, focusing his research on Chinese grand strategy and Indo-Pacific security issues. He has had a close working relationship with Kurt Campbell, serving as his Special Advisor while Campbell was CEO of the Asia Group. 

On China

Dr. Doshi has written extensively on Chinese grand strategy and the U.S.-China relationship, ranging from China’s Belt and Road Initiative and technology, to traditional security areas such as the ongoing China-India border conflict. He has co-authored with Dr. Kurt Campbell on a few occasions, indicating they are generally aligned in terms of their viewpoints on how to address China in the areas of security, economic, and human rights.

Dr. Doshi’s writings on China indicate he focuses more broadly on the regional and global relationship between the U.S. and China, rather than specializing in one area. Whereas many other Biden administration officials weigh their opinions on hot-button issues prominent in mainstream media sources, such as Hong Kong and Xinjiang, he focuses his research and public views on broader grand strategy issues. Although he brings up some of the more mainstream topics in his writing, it is typically done anecdotally and used to tie together a more extensive point on U.S.-China great power competition. This relatively diplomatic and objective approach to discussing sensitive issues contrasts greatly with rhetoric on China from Trump administration officials.
