Nora Todd
Chief of Staff to U.S. Trade Representative
Nora Todd currently serves as the Chief of Staff to U.S. Trade Representative. Prior to her service at USTR, Todd was the chief economic advisor to U.S. Senator Sherrod Brown (D-OH) and helped craft key changes to the update of the North American Free Trade Agreement.
Todd also served as Legislative Director for Rep. Mike Michaud (D-ME), Senior Policy Advisor for Rep. Dennis Cardoza, and Legislative Assistant for Rep. Hank Johnson. Todd received her Bachelor of Arts in Political Science from Stanford University and her Master of Arts in Communications, Culture, and Technology from Georgetown University.

- Senator Sherrod Brown described Todd as having done “unrelenting work” on the trade deal between the U.S., Canada and Mexico that went into effect in July. The agreement won Democratic support after changes for Mexico’s labor system demanded by House Speaker Nancy Pelosi and engineered by her chief trade lawyer Katherine Tai, now President Joe Biden’s intended nominee for USTR. Todd worked closely with Tai on those changes.
- According to The Hill, one of the responsibilities that Todd had as Legislative director for Rep. Mike Michaud (D-ME) is “raising awareness about Chinese trade practices that may harm American workers and businesses.”
