ASEAN at the Crossroads: Fostering Collective Strengths for Addressing Regional Issues

Hosted by Stimson Center, German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG), Mekong Environment Forum, Cambodian Institute for Cooperation and Peace, The Takagi Fund for Citizen Science, Earth Journalism Network, and Rotary Peace Fellowship Alumni Association

The Association of Southeast Asian Nations (ASEAN) faces a double crisis triggered by traditional and non-traditional security issues. While the traditional security issues exemplified by disputes over the South China Sea and the Mekong River are ongoing and unsettled, Southeast Asia is also shaken by nontraditional security issues such as migration and environmental challenges which are aggravated by the ongoing Covid-19 pandemic and Myanmar crisis. These crises pose a challenge to the traditional ASEAN Way of consultation and consensus, and the non-interference principle.

Join the co-sponsors on June 10 and 11 from 8:30 – 11:40 AM ICT (June 9 and 10 from 9:30 PM – 12:40 AM EST) for an in-depth workshop seeking to examine existing response mechanisms, reconsider how their response strategies, reconsider the effectiveness of the ASEAN Way, and explore a new framework for addressing traditional and non-traditional security concerns. The workshop will bring together experts and diplomats, representatives from think tanks, and local practitioners to discuss key concepts including good governance, mediation regime, social learning, involvement of external powers, and shock-absorbing capacity.

ICAS Senior Fellow Sourabh Gupta will be delivering a keynote address before Session 3 and 4 and will be moderating the panel for Session 3: Strategic Developments in the South China Sea Theater in the Times of Health Crisis.

There will be four sessions:
Session 1: The Mekong Matters for ASEAN: Prioritizing Areas of Action at the Regional Level

Session 2: Regional Approach to Non-traditional Security Issues

Session 3: Strategic Developments in the South China Sea Theater in the Times of Health Crisis

Session 4: Building Cooperative Solutions for a Peaceful South China Sea

(Registration will close at 17:00 ICT on June 9)
