The 7th Asia-Pacific Maritime Security Forum will be held in Halifax, Canada from September 23-26, 2019. Organized by the China Institute at the University of Alberta (CIUA), National Institute for South China Sea Studies (NISCS), Institute for China-America Studies (ICAS) and Dalhousie University, the forum will bring together maritime scholars and experts, from China, the United States, Canada, Australia, Japan, and Singapore and more, discussing ocean governance and security practices in Asia-Pacific and the Arctic regions.

Panel I: Regional Maritime Security Overview
This panel will set a scene on the recent development of maritime security in the South China Sea, Northeast Asia waters, Southeast Asia water, and the Arctic Ocean.
Panel II: Best Practice of Regional Ocean Governance Models: Opportunities to Enhance or Replicate?
This panel will bring four speakers to share their views on different models of oceans governance in the South China Sea, Northeast Asia and Southeast Asia waters, and the Arctic and discuss what could be learned from each respective models and whether these models are replicable or inapplicable in other regions.
Panel III: Maritime Dispute Settlement Practice: Reviewing UNCLOS Article 287
This panel will review the practices of the bodies of UNCLOS article 287, ICJ, ITLOS, arbitral tribunal/special arbitration tribunal.
Panel IV: Maritime Law Enforcement: Examing Regional and State Practice
Speakers of this panel will address the practices and the existing challenges for maritime law enforcement in the respective maritime regions.

Panel V: Marine Environmental Issues: Shipping Standards, Marine Scientific Research, Cooperation
This panel will address diversified topics that may bring opportunities for cooperation, including shipping, marine environment protection, marine scientific research, etc.
Discussion on Cooperation on Ocean Capacity Building
This section will invite the following discussants from selected maritime research institutes from various regions to share their views on ocean capacity building before it is open for discussion among all the participants on how to explore opportunities of institutional cooperation on ocean governance.
